How much does utilities and renters insurance add to rent?

Rent is the main number on the listing, but the money that leaves your account is rent plus the bills that arrive with the keys.
That's the part a lot of people overlook. Electricity and renters insurance cost roughly the same whether you're paying $1,262 a month in Memphis or $4,539 in San Francisco, so as a share of your housing budget they hit hardest exactly where rent is cheapest.
What the two unavoidable bills cost
Start with electricity, because it's the one utility almost every renter pays directly. The US Energy Information Administration puts the average monthly residential bill at $142.26 nationally, and the state spread is wider than most people expect.

Cheap power doesn't mean a cheap bill, and Texas proves it. Texas charges 14.94 cents per kilowatt hour against California's 31.97, less than half the rate, and Texans still pay more every month because all of that air conditioning pushes them to 1,096 kilowatt hours against California's 503. Illinois is the cheapest overall at $109.99, which isn't where most people would guess.
Renters insurance is the second bill, and it's small but rarely optional since most leases now require it. National estimates cluster between $15 and $24 a month for standard coverage, so we've used $18 below. It runs higher in disaster-exposed states, with Louisiana averaging around $36.

San Antonio renters absorb a 13.1% add-on and New Yorkers 3.8%, so the same category of bill costs a San Antonio household nearly three and a half times as much in relative terms. Texas and Arizona get hit twice over, since they pair the country's cheapest rents with its priciest electricity.
Chicago is the quiet winner here, because it's got the lowest average power bill in the table at $109.99, so its all-in cost looks better against the coastal cities than the rent line alone suggests.
Three caveats keep this honest, and they all cut the same way. The EIA figure covers all homes including single-family houses, so an apartment usually burns less power than the state average and these numbers sit at the high end for renters. We've counted only electricity and insurance, leaving out internet, gas, water, sewer and trash, which push the real total considerably higher. And plenty of buildings fold water and trash into the rent, so your own split depends on the lease.
The practical move is to ask for the previous tenant's average electricity bill before you sign, since a poorly insulated unit in Texas or Arizona can swing that number by more than a hundred dollars a month.
